Implementing Structures (Country Lead Organisations (CLO) ; Pillar Implementing Partners (PIPs)

I. Country Lead Organisations (CLOs)

The Country Lead Organisation (CLO) oversees coordination of EO-I mainstreaming and activity implementation by Pillar Implementing Partners (PIPs).

Functions of Country Lead Organizations (CLOs)

The CLOs, with the endorsement and support of the National Platforms is responsible for the following tasks:

  • Assure convening of meetings by the National Steering Committee chaired by the Ministry of Agriculture.
  • Catalyse the formation of and convene the National Platform.
  • Take lead in fundraising for the initiative at the National Level.
  • Disburse funds to implementing partners as per the proposal and signed work agreements and contracts.
  • Coordinate, supervise and monitor implementation of pillar activities.
  • Support building of networks and enabling experience sharing across pillars.
  • Regularly engage and report progress (briefs on planned work, research findings, achievements, etc.) of the initiative to the Ministry of Agriculture and other key stakeholders.
  • Take lead in lobbying for mainstreaming (seek opportunities for engagement with the ministry) of EOA into national Agricultural systems.
  • Provide secretariat support to the National Steering Committee (NSC) and the National Platform.
  • The CLOs are responsible to collaborate pro-actively with and invite indirect partners willing to be aligned to the national EOA-I set-up.
  • Report to the Executing Agency, NSC, NPs, and Development partners as appropriate.

II. Pillar Implementing Partners (PIPs)

These are technical organizations whose mandate and implementation strategy aligns with the various EOA Pillars. The main role of PIPs is Project Pillar Implementation.

General Roles of Pillar Implementing Organisations

  • Take lead in pillar project implementation in partnership with other organizations – support activity planning, budgeting, reporting and implementation.
  • Facilitate capacity building of staff and project beneficiaries.
  • Facilitate networking and sharing of information and experiences with various stakeholders.
  • Create awareness, lobbing and advocacy on the value and potential of EOA.
  • Undertake monitoring and evaluation of project implementation and progress.
  • Report progress and results of projects implemented to CLO, National platform and development partners.
